  • Overview

    This position will support the Laboratory's budget formulation/execution activities and provide analytical/financial support to the Laboratory management. PPPL submits proposals to, and receives funding from, sponsors in addition to its prime sponsor, the Department of Energy (DOE). This position will also provide the primary administrative support to the Strategic Partnership Projects (SPP) program.

    Responsibilities

    Financial Analysis/Budget Formulation & Execution (50%)

    • Prepare various financial schedules to support the Laboratory's budget formulation and execution processes including budget, cost and staffing analyses, provisional and actual indirect rate calculations.
    • Support Laboratory management in providing input to Laboratory strategic and tactical planning exercises.
    • Prepare variance analyses for indirect and standard labor rates.
    • Provide analytical and financial analysis support to the Budget Director and Chief Financial Officer, including responding to ad hoc budget/financial data calls from the DOE.

    Strategic Partnership Projects Administration (25%)

    • Provide administrative support in the preparation and submission of Strategic Partnership Projects (SPP) and DOE out-of-cycle proposals, including the preparation of proposal budgets, in accordance with Laboratory policies and procedures and sponsors’ guidelines.
    • Track costs against funding for SPPs. Issue monthly status reports for SPPs to Principal Investigators, including sponsor reporting and other requirements in addition to cost and funding data. Initiate requests for no-cost extensions. Monitor cash flow for non-federal SPPs to ensure adequate funds are available to maintain 60 days of advance funding during the duration of the SPP in accordance with DOE requirements. Prepare and submit invoices for non-federal SPPs in accordance with agreement payment terms.
    • Work with sponsors, the DOE Princeton Site Office and PPPL Accounting to close out completed SPP agreements and return uncosted balances to sponsors.
    • Update SPP policies and procedures as needed, ensuring compliance with DOE orders and guidance.

    Planning and Control Officer Support - Indirect Activity Departments (15%)

    • Support Department Heads of indirect activities in the formulation of department budgets, cost projections, financial analyses, travel/conference approvals, etc.
    • Provide analytical support and counsel on financial matters to the above mentioned PPPL Department Heads, including determinations of cost allowability.

    Other Tasks (10%)

    • Assist in the periodic updates of Budget Office policies and procedures as needed.
    • Assist Principal Investigators in the preparation and submission of out-of-cycle proposals to DOE.
    • Assist in the annual budget submission to DOE.
    • Perform other tasks as assigned.

    Qualifications

    • Bachelor's Degree in Accounting, Mathematics or similar field; MBA degree a plus.
    • Experience (1-5 years) working in a budgeting/accounting environment.
    • Working knowledge of Cost Accounting Standards and Generally Accepted Accounting Principles.
    • Excellent analytical and problem solving skills; ability to quantify business issues, and quantify the impact of alternative decisions/scenarios.
    • Excellent organizational skills with the ability to manage multiple assignments with competing deadlines.
    • Excellent oral and written communication skills; ability to develop written reports concisely explaining financial analyses, their results, and the resulting recommendations.
    • Ability to work with senior Laboratory managers.
    • Proficient in PC applications (Word, Excel, Powerpoint, etc.)
