    The Head of Site Protection (HSPD), reporting directly to the Deputy Director of Operations, is accountable for the development, implementation, and oversight of the Safeguards and Security (S&S) Program and related topical areas for the Princeton Plasma Physics Laboratory (PPPL) to assure the protection, control and accountability for the S&S interests of the Laboratory.  The S&S Program provides appropriate protection of personnel, facilities and assets (physical) of the DOE, other clients, and Princeton University in regard to loss, theft, diversion, sabotage and espionage. This includes the appropriate protection, control and accountability of nuclear materials, classified matter and other related property in compliance with sponsor and governmental regulations and requirements.

    Responsibilities

    • Coordinate the identification and analysis of new or changing security requirements, internal controls and performance expectations; assures S&S projects are adequately planned, risks are addressed and technically sound and can reliably deliver expected results.
    • Supervise approximately 22 exempt and non-exempt employees, including the Emergency Services bargaining unit (International Association of Fire Fighters - IAFF), which provides fire, emergency medical services and security services to the laboratory twenty-four hours a day, three hundred sixty-five days a year.   Select, train, direct, and evaluate the performance of program/division staff and empower them with the ability to contribute to the effective operation of the S&S programs, and maintain complete familiarity with all federal, state and local standards relating to training, compliance, and performance of fire and EMS personnel.
    • Build and maintain effective working relationships with DOE (Princeton Site Office and Office of Science including Office of Commerce and State Department), Princeton University and other sponsor’s through timely provision of information, collaborative problem solving, and compliance with their S&S regulations and requirements. Assure that S&S standards and procedures are effectively developed, communicated and followed by PPPL staff by establishing and maintaining effective working relationships with line managers.
    • This position has joint responsibility for the DOE Office of Science direct funded budget. This includes formulation of scope, schedule, and budget performance for a given fiscal year and out-year planning.  Also included, is the management of funding to address emerging risks and assuring costs remain within target.  The SPD budget totals approximately $3 million annually (direct and indirect funding elements).

    Qualifications

    • A Bachelor’s degree in Security Management, Criminal Justice, Business, Education or related fields is strongly preferred. Consideration may be given for commensurate experience and a minimum of 10 years of direct experience in lieu of a degree.
    • A minimum of 10 years practical experience in security programs with demonstrated experience in increasing management positions/responsibilities.
    • The successful candidate must be knowledgeable of applicable federal, state and local regulations, policies and orders with a demonstrated ability to resolve complex issues and technical programs.
    • Demonstrated financial and budget experience,
    • Strong interpersonal, oral and written communication skills.
    • The incumbent may be subject to a future requirement requiring a national security background investigation for a Top Secret (Q) clearance.  If and when this happens, incumbent must be able to obtain and maintain a DOE Security Clearance.
