  • Overview

    The Procurement Specialist II (PS) is responsible for the cradle to grave administration of acquisitions of “commercial off the shelf” (COTS) goods and services.  The PS routinely negotiates simple to moderate agreements, manages supplier relationships, and performs post-award administration.  The PS seeks quality goods/services at a fair and reasonable price to meet the Laboratory’s needs.  The PS participates in special projects as assigned by the Director of Procurement, and assumes the authority fully commensurate with assigned duties and responsibilities. 

    Responsibilities

    Purchase Commodities/Services:

    • Award purchase orders in strict accordance with the PPPL Procurement Policies & Procedures Manual (PPPM). 
    • Perform price analysis to determine that the prices are fair and reasonable within the prescribed cycletime. 
    • Award shall meet or exceed the cost and schedule required of the end-user. 
    • Maintain excellent quality file documentation, standard format and record retention consistent with PPPM. 
    • Consistently incorporate the appropriate provisions and acquire appropriate level of approval.

    Agreement Negotiation/Award/Administration:

    • Prioritize items to promote efficient acquisition methodology to successfully achieve the desired outcome and meet deadlines. 
    • Develop working knowledge of the PPPM and familiarity of FAR regulations as incorporated into the PPPM, and PPPL’s Prime Contract 
    • Process and execute agreements. Effectively use assigned authority in all aspects of the procurement process and with minimal management review. 
    • Consistently employ problem-solving techniques and skills to minimize risk. 
    • Perform closeout of agreements in accordance with the PPPM and within established financial and operational guidelines. 

    Communication:

    • Demonstrated commitment to the role and assignment as Procurement Liaison to projects, events, and/or tasks. 
    • Cultivate opportunities to promote a positive image of the Procurement Division and process by reaching out to customers to clearly communicate requirements and procedures. 
    • Exhibit cooperative and collaborative team behavior within the Business Operations Dept. and the Laboratory community. 

    Special Projects:

    • Positive attitude towards accepting assigned tasks. 
    • Successful completion of projects on time.

    Qualifications

     

    • A minimum of 5 years’ experience in supply chain, procurement or relevant business experience with progressively increasing responsibilities.  Bachelor’s Degree in related strongly field preferred. 
    • Procurement experience within environment governed by robust compliance controls. 
    • Knowledge of FARs, DEARs and Uniformed Commercial Code preferred. 
    • Knowledge of computer-based procurement systems; demonstrated skills using computers and various software, and strong proficiency with Microsoft Word and Excel. 
    • Other required skills include: Excellent verbal and written communication; results-oriented, selfmotivated, decision-making, problem-solving, math and negotiation skills; and outstanding organizational, prioritization, and multi-tasking skills, working in a fast-paced, high-pressure environment. 
    • High ethical standards representative of Princeton University's commitment to excellence. 
    • Procurement experience within environment governed by robust compliance controls.
