  • Overview

    Works in accordance with PPPL Quality Assurance and Laboratory processes to provide quality assurance support and oversight to various projects and activities at the Laboratory. Supportive duties and activities may include:

    • Supporting projects by attending design review meetings, reviewing technical specifications, statements of work, and drawings.
    • Control of assigned documents and records.
    • Field verification of vendor work.
    • Development of surveillance and audit plans, participating and leading audits and surveillances of PPPL programs or suppliers, including determining the scope, performing, and reporting the audit results including negative findings.
    • Evaluating proposed corrective actions, following them through completion and verifying adequate completion.
    • Providing quality support for procurements, by identifying the appropriate quality requirements for procuring items and services; participating as a consultant on teams evaluating proposals; providing quality oversight and support throughout the procurement effort; and reviewing supplier submittals for compliance.
    • Performing analyses of data to identify trends and opportunities for improvement.
    • Participating in, or leading, root cause analyses.
    • Reviewing processes and programs for improvement opportunities.
    • Participating in the quality planning and implementation processes for small- to medium- sized projects by developing plans or procedures, collecting and analyzing various quality data, performing compliance- and performance-based audits, assuming responsibility for the quality aspects of complex procurements, etc.
    • Responsible for the implementation and improvement of PPPL Quality Assurance processes and procedures including: coordination and oversight of QA activities associated with critical work, installations, fabrications, supplier, oversight and experimental and facilities upgrades.
    • The individual will follow PPPL quality and safety requirements.

    Responsibilities

    • Perform various high-level quality program work functions with minimal management direction, e.g., quality support and oversight for critical, technically challenging procurements or leading complex audits. As long as the requirements of the associated quality program are satisfied, the individual has full responsibility and freedom for organizing, executing, and coordinating these assignments. Establish quality requirements for a critical and complex procurement and work with the requisitioner/engineer and supplier to assure these requirements are met. Perform routine surveillances of ongoing fabrications, assemblies, and construction activities. Work with project or Division management to establish a cost-effective quality program taking into consideration the risks involved.
    • Other assignments, as made by the Head of QA.        
    • Self-development, including: obtaining professional certifications; attending conferences and training; publishing papers; and participating in professional society activities.  

     

    Qualifications

    Minimum Educational and Experience Requirements

    1. Bachelor of Science degree (preferably in Engineering).
    2. At least ten (10) years experience in a quality assurance or quality control position, or in an engineering position that routinely applies quality practices to the engineering work under an approved Quality Program or under a national/international standard.
    3. Experience applying quality requirements under an approved QA Program that is compliant with NQA-1, ISO 9000, DOE Order 414.1D or other national or international standard.
    4. Experience working with accelerators, power plants, heavy industrial installations or other DOE Laboratories.
    5. Ability to read and understand technical specifications, statements of work, and engineering drawings.
    6. Experience conducting audits and writing audit reports and procedures.
    7. Experience in assessing engineering programs and processes.
    8. Some experience in evaluating and tracking Manufacturing/Inspection/Test (MIT) Plans and Travelers or ability to be able to quickly learn to evaluate and track MIT plans and Travellers.
    9. Must be willing to travel to vendors/suppliers, some international.

    Desirable qualifications/experiences:

    1. Specific experience in a research and development environment, such as in DOE laboratories, or at nuclear power facilities.
    2. Experience performing field  inspections and/or field surveillances.
    3. Certified lead Auditor certification, Inspector level II or III certifications, or CWI certifications.
    4. Experience auditing environmental, safety, or health physics programs is desirable.
    5. Two (2) years of management/supervisory experience.

    Additional Knowledge and skills

    1. Demonstrated capabilities in quality assurance functions, including audits, assessments, writing quality reports and findings, developing procedures, verifying, and following up on corrective actions.    
    2. Candor and courtesy to raise difficult issues with difficult audiences and get their buy-in.
    3. Demonstrated ability to work well with others and to lead a team to accomplish a specific task.
    4. Demonstrated ability to develop requirements, perform basic cost/benefits analyses, and develop and analyze plans and criteria for various projects and systems.
    5. Demonstrated ability to effectively manage multiple tasks. 
    6. Proficient using Microsoft Office, particularly Word and Excel.
    7. Certification: A professional engineering license or ASQ Certification (e.g., Quality Engineer, Quality Auditor, or Quality Manager) is desirable.
